Arrests in ATM overlay Fraud investigation, Three people face 47 charges

Toronto_Police_Service_LogoToronto, Ontario – In March 2016, officers from Toronto Police Service Financial Crimes became involved in an investigation of people installing overlay and recording equipment on ATMs.

It is alleged that:

– the men would attend various ATMs and install skimming equipment over the existing machine

– the men would then surreptitiously record victims as they entered their PINs on the keypads

– the men would then use this information to commit credit-card fraud

On Wednesday, September 8, 2016, the investigation concluded with the execution of search warrants and arrest of three people.

Valeri Gueorgiev, 55, of Toronto, was arrested and charged with:

1) Unauthorized Use of Credit Card
2) three counts of Attempt Fraud Under $5000
3) two counts of Unauthorized Use of Credit Card Data
4) Make Instruments to be used to commit forgery
5) Possess Instruments to be used to commit forgery
6) two counts of Possess Credit card obtained by Offence
7) Possession of Proceeds
8) two counts of Possession of a Schedule I Substance for the Purpose of Trafficking
9) three counts of Possession of a Schedule I Substance
10) four counts of Fail to Comply Recognizance

He appeared in court at Old City Hall on Thursday, September, 8, 2016, 10 a.m., room 101.

Phil Stavros, 29, of Toronto, was arrested and charged with:

1) two counts of Uttering Forged Document
2) two counts of Personation with Intent
3) Personation with Intent
4) two counts of Possess Instrument for Copying Credit Card Data
5) four counts of Unauthorized Use of Credit Card Data
6) four counts of Fraud Under $5000
7) Make Instruments used to Commit forgery
8) Possession of Proceeds of Crime

He appeared in court at Old City Hall on Thursday, September, 8, 2016, 10 a.m., room 101.

Svetloza Aleksiev, 35, of Toronto, was arrested and charged with:

1) four counts of Unauthorized Use of Credit Card Data
2) four counts of Fraud Under $5000
3) Possession of Instrument for Copying Credit Card
4) Possession of Proceeds Obtained by Crime

He is scheduled to appear in court at Old City Hall on Monday, October, 5, 2016, 1 p.m., room 114.
