Dallas Friesen, Wanted for firearm and drug-related offences as well as escaping lawful custody

Winnipeg, Manitoba – On July 10th, 2017, at approximately 9:30 a.m., a patrolling unit was in the area of Redwood Avenue and Powers Street when a suspect male was observed in a taxicab.

A traffic stop was conducted in the 700 block of Redwood Avenue. At this time the male attempted to flee into a nearby residence. An officer pursued the male and attempted to place him under arrest while the male pulled away. During the incident, the officer was splashed with hot coffee and pushed down a set of stairs.

As the struggle continued, a loaded firearm and set of handcuffs fell out of a bag that had been around the male’s neck. The male then attempted to pass off a purse to a female that had exited the nearby residence and attended to the fight. As the purse was turned over, the male fled and the female was taken into custody.

The purse was found to contain an amount of crack cocaine, methamphetamine, heroin and a substance believed to be fentanyl. The total value of the drugs is estimated at $11,500.

Lyric Charisse Laye, a 25-year-old female of Selkirk, has been charged with a number of firearm and drug-related offences, as well as obstructing a peace officer.

She was detained in custody.

He is described as a Caucasian male, 6’1″ in height, approximately 231 lbs., with a medium build. He has brown hair and blue eyes.

A warrant for the arrest of Friesen has been issued for the following offences:

  • Possession of a Weapon (x2)
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Heroin
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Fentanyl
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
  • Possession of Proceeds of Property Obtained by Crime Under $5,000
  • Transport Firearm or Restricted Weapon Contrary to Regulations
  • Possession of a Firearm Knowing its Possession is Unauthorized
  • Possession of a Prohibited or Restricted Firearm with Ammunition
  • Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order
  • Carrying Concealed Weapon Prohibited Device or Ammunition (x2)
  • Escape Lawful Custody
  • Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order
  • Unauthorized Possession of a Firearm in Motor Vehicle

The public is advised not to approach Friesen under any circumstances. If Friesen is observed, or his whereabouts are known, please contact 911.
