Cornwall, Ontario – On the evening of November 13th, 2018, while conducting a border integrity operation, officers with the Cornwall Regional Task Force (CRTF) observed the transfer of several large bags between a boat and a vehicle at the waterfront in the City of Cornwall.
Police converged on the area and arrested Keith Seyeau (aged 43) and Jennifer Harries (aged 41), both residents of Cornwall, ON. In addition to Excise Act, 2001 charges, Seyeau and Harries are facing charges for breaching their respective probation orders. Both were held in custody and appeared in Cornwall Provincial Court on November 14th, 2018. Seyeau remains in custody; his next court appearance will occur on November 23rd by way of video-remand. Harries was released from custody and is scheduled to appear in Cornwall Provincial Court on December 4th, 2018. A total of 1,064 kilograms of contraband fine cut tobacco was seized along with a 2017 Dodge Ram truck.
On November 15th, 2018, Alexis McDougall (aged 36), of Ottawa, Ontario, was arrested and charged with conspiracy for her involvement in the November 13th contraband seizure. McDougall also faces two breach of probation charges. McDougall remains in custody and will appear by video-remand on November 22st, 2018. An unnamed male identified during this investigation remains at large. Investigators are continuing their investigation.
The individuals noted above, who have been charged under the provisions of the Excise Act, 2001, also face charges under the provincial Tobacco Tax Act for possession of unmarked cigarettes.
