Winnipeg Police Locate $60,000 Worth of Cocaine During Investigation

Winnipeg, Manitoba – On January 9, 2019, members of the Street Crime Unit were granted a Controlled Drug and Substances Act (CDSA) search warrants for two rooms at a hospitality business in the 3100 block of Pembina Hwy.

On the same date at approximately 9:00 p.m., a male known to police was observed leaving this location and entering a vehicle. He was followed to the area of Royse Avenue and Pembina Hwy where he picked up a second male. Officers activated their emergency equipment and began to approached the vehicle when it sped away, driving over a boulevard, avoiding oncoming traffic.

The passenger was seen exiting the vehicle and running between houses in the 400 block of Hudson Avenue. A short distance away, the driver abandoned the vehicle in the area of Manahan Avenue and Hudson Street and began running between homes in the area. He was located and taken into custody in the 1000 block of Hudson Avenue and found to be in possession of approximately $950.00.

At 9:45 p.m., officers located the second male inside a Jeep being operated on Clarence Avenue. The suspect and three other occupants of the vehicle were taken into custody. The second suspect was found to be in possession of a cell phone and approximately $830.00.

Officer’s search a vehicle observed being operated by one of accused a day earlier and located approximately 1 kilogram of cocaine worth an estimated street value of $60,000.00.

Upon searching one of the rooms noted on the search warrant, officers located 6 – 1/4 rocks of crack cocaine with an estimated street value of $120.00.

Mulata IBRAHIM, a 33-year-old male of Winnipeg has been charged with:

  • Possession of Cocaine for the Purpose of Trafficking
  • Possession of Proceeds of Property Obtained by Crime Under $5000
  • Flight while Pursued by Peace Officer
  • Fail to Comply with Conditions of Undertaking
  • Drive Suspended/While Disqualified

Joseph Sunday FRANGI, a 26-year-old male of Winnipeg has been charged with:

  • Resist Peace Officer
  • Possession of Proceeds of Property Obtained by Crime Under $5000
  • Fail to Comply with Conditions of Recognizance
  • Drive Suspended/While Disqualified

Gideon LIBANOS, a 24-year-old male of Winnipeg has been charged with:

  • Possession of Cocaine for the Purpose of Trafficking
  • All three males have been detained.

A 22-year-old female of Winnipeg was also arrested and charged with Possession of Cocaine for the Purpose of Trafficking. She was released on a Promise to Appear.
