Three people arrested in 3 separate attacks on Winnipeg police officers

Winnipeg, Manitoba – On March 16, 2019, at approximately 5:19 a.m. Winnipeg Police received a report of a male carrying several knives within a multi-suite residence in the 300 block of Wellington Crescent. Police attended and located the male still in possession of numerous knives. Officers attempted to apprehend the male who then armed himself with a 13-inch knife and threatened to stab and kill officers.

Numerous attempts were made to verbally de-escalate the situation and subsequently conducted electrical weapons were deployed, unsuccessfully, and the male fled. While still armed with numerous edged weapons, he barricaded himself in an adjacent room.

After approximately 2 hours, the male was successfully taken into custody without incident and conveyed to hospital regarding an existing medical condition.

Kyle Anthony TRAVERSE, a 23-year old male of Winnipeg, Manitoba has been arrested and charged with the following:

4 x Assault Peace Officer with a Weapon

2 x Possession of a Weapon

TRAVERSE was remanded into custody.

Assault Peace Officer – Arrest: C19-56312

On March 16, 2019, at approximately 7:00 p.m., Winnipeg Police responded to the report of a violent male in the 400 block of Ralph Avenue W. Upon arrival, East District General Patrol members located an intoxicated male in a garage at this location. The male had partially barricaded himself in the garage, was armed with a baseball bat and striking items around him with the bat.

Upon noticing officers, the male began walking towards them swinging the bat and yelling at officers. The male backed off from the officers and continued to smash items including doors and walls.

Tactical Support Team members attended were able to safely take the male into custody at approximately 8:30 p.m.

Duane Errol FRANKLIN, a 54-year-old male of Winnipeg has been charged with Assault Peace Officer X2 and Possess Weapon.

Assault Peace Officer — Arrest: C19-56716

On March 16, 2019, at approximately 11:30 p.m., Central District General Patrol officers observed a Dodge Caravan being operated erratically in the area of Ellice Avenue and McGee Street. Officers followed and the vehicle came to an abrupt stop. As officers approached the vehicle, the driver put the vehicle in reverse and drove towards the officers who were forced to dodge the vehicle.

One officer then approached the passenger side of the vehicle and repeatedly ordered the driver to stop the vehicle as it continued backing up. The driver then put the vehicle in drive and drove over the foot of the officer and fled at a high rate of speed.

Officers were able to locate the vehicle in the 300 block of Agnes Street and numerous police resources assisted, including Air 1, who located a person attempting to jump a fence in the area. Officers located the person who was identified as the driver of the vehicle. After a brief struggle with the visibly intoxicated person, the suspect was placed under arrest and taken into custody.

Operation of a Conveyance While Impaired to Any Degree by BAC or Drug or a Combination of Both

Within 2 Hours of Ceasing to Operate a Conveyance is Impaired with BAC Equal or Over 80 mgs

Dangerous Operation of a Conveyance

Assault a Peace Officers with a Weapon X2

Resist Peace Officer

Drive Carry Liquor in Vehicle Contrary to the Liquor Control Act

Drive Without a Licence or with Valid Licence

She has been detained at the Winnipeg Remand Centre.
