Regina, Saskatchewan – The Regina Police Service has laid a fifth charge of sexual assault against a 73 year-old Regina male, who was first charged in November of 2018, with sexual assaults alleged to have occurred while the accused was a practicing physician. The Regina Police Service does not, typically, include information about an accused person’s employment; however, this is an exception where the individual’s profession places him in a position of authority over members of the public.
This fifth charge arises from circumstances similar to the previous four cases: the victim is a 42 year-old woman who was a patient at the time of the alleged assaults. Police first learned of this new allegation on December 12, 2018. (The news release announcing four charges of sexual assault against the same physician was issued November 23, 2018). The victim alleged that the doctor sexually assaulted her, under the pretense of conducting a physical examination, even though the so-called examination had nothing to do with the patient’s medical complaint. The date range for the offences is recorded as between January 1, 2010 and January 1, 2015. Investigation into this allegation resulted in a new charge against the 73 year-old male.
Seventy-three year-old Sylvester UKABAM, of Regina, is charged with Sexual Assault [271 CC]. This charge was part of a new Information filed in Provincial Court, to coincide with a March 25th appearance in court (on the previous charges) by the accused.
This concludes this matter from an investigative standpoint; however, new information regarding this, or any other case, will always be accepted. The Regina Police Service reminds the public that anyone who is a victim of crime should contact police to make a report.

The Regina Police Service first received an allegation of sexual assault in July of 2017. An adult female alleged her doctor sexually assaulted her, under the pretense of conducting a physical examination, in spite of her protests that the so-called examination was unnecessary and unwanted. Through this investigation, in recent months, the investigator learned of three other women who had shared similar allegations, involving the same suspect, with another authority. These allegations relate to incidents as far back as 2012. Investigation into these cases led to the arrest of a 73 year-old male, without incident, in Regina on Thursday, November 22, 2018.
Seventy-three year-old Sylvester UKABAM, of Regina, is charged with four charges of Sexual Assault, contrary to section 271 of the Criminal Code. UKABAM was released on an Officer Undertaking to appear in Provincial Court at 9:30 a.m. on Monday, December 31, 2018.
