Winnipeg Murder Suspect Arrested in British Columbia, Returned to Face Charges

Winnipeg, Manitoba – As previously released: On July 21, 2020, a male identified as Cody Alexander SLEIGH, 31, was located in the 1000 block of Main Street suffering from gunshot wounds. On July 23, 2020 he succumbed to his injuries.

The Winnipeg Police Homicide Unit continued the investigation. SLEIGH, originally from British Columbia, had been residing in Winnipeg at the time of his death.

Two suspects in his murder were identified and believed to have left Winnipeg and returned to British Columbia.

On September 7, 2020, Kleon Cassidy POP, 32, of British Columbia, was arrested in Williams Lake, B.C. He was subsequently returned to Winnipeg and charged with First Degree Murder.

A Canada-wide warrant for First Degree Murder was issued for a second suspect: Dyllan PETRIN, 19, of British Columbia.

On January 19, 2021, PETRIN was located in Vancouver, B.C. He was charged with First Degree Murder in Winnipeg and an additional charge related to a Kidnapping investigation in Surrey B.C.

On January 23, 2021, PETRIN was returned to Winnipeg and charged with the murder of Cody SLEIGH.

The Winnipeg Police Service would like to thank the Surrey RCMP, Surrey Police and several other task forces that collectively worked together to locate and arrest these individuals responsible for violent crimes in Manitoba and B.C.

Dyllan Petrin arrested on Canada-wide warrants

Surrey RCMP is updating the public that Dyllan Petrin has been arrested on two Canada-wide warrants, in connection to a kidnapping investigation that began on July 4, 2019 in Surrey (see previous release – 2020-06-02), and a Winnipeg murder investigation (see Winnipeg Police Service previous release – 2020-10-01).

Surrey RCMP Serious Crimes Unit (SCU) began their search for Petrin in May 2020 after his court ordered electronic monitoring ankle bracelet was cut off while on bail. A few months later, after learning that Petrin was wanted in connection to a murder that occurred in Winnipeg on July 21, 2020, Surrey RCMP SCU teamed up with the Winnipeg Police Service (WPS) Homicide Unit to locate and arrest Petrin.

Through investigation, Surrey RCMP SCU learned that Petrin was hiding-out in Vancouver. Petrin was arrested on the outstanding warrants on January 19, 2021, with assistance of the Surrey RCMP Strike Force Target Team, Surrey RCMP High Risk Target Team, Lower Mainland District Integrated Emergency Response Team and Vancouver Police Department (VPD) Emergency Response Team.

“This arrest would not have been possible without the collaboration and strong partnerships between our specialized units at the Surrey RCMP, Lower Mainland District and VPD emergency response teams, and Winnipeg Police Service Homicide Unit,” says Superintendent Elija Rain, Surrey RCMP Investigative Services Officer. “We are pleased that the coordinated efforts of all agencies involved resulted in an arrest of a dangerous offender involved in violent crimes in both BC and Manitoba.”
