Grande Cache, Alberta — On Sept. 16, 2021, Grande Cache RCMP received a report from two 16-yr-old females alleging an adult male had committed sexual offences at his residence and in his work and personal vehicles.
While Grande Cache RCMP were investigating those allegations, they received a report on Sept. 19, 2021, from a 14-year-old female alleging the same adult male had committed sexual offences at his residence.
Grande Cache RCMP engaged the assistance of the Alberta RCMP Sexual Assault Investigations Review Committee and the Western Alberta District (WAD) RCMP General Investigation Section (GIS).
WAD RCMP GIS took over carriage of this investigation that related to incidents alleged to have taken place on various dates between August and September 2021. WAD RCMP GIS obtained a search warrant that was executed, with the assistance of the Grande Cache RCMP, at a residence located in Grande Cache on Sept. 29, 2021.
While at the residence, WAD RCMP GIS arrested 24-year-old Joseph Rene Skyler Belval of Grande Cache and he is charged with:
· Sexual assault (x11)
· Sexual interference (x5)
· Sexual exploitation in a position of trust or authority towards a young person (x4)
· Unlawful confinement (x2)
· Child luring (x2)
· Making sexually explicit material available to a child
· Possession of a prohibited weapon (taser)
Following a judicial hearing, Belval was released on no cash bail with conditions that include the following: no communication with any child under 16-years-of-age; shall not seek or obtain employment or volunteer position that involves being in a position of trust or authority towards children under the age of 16 years; and shall not attend any public park or swimming area where persons under the age of 16 years are present or can be reasonably expected to be present, or a daycare centre, school ground, playground or community centre. Belval is scheduled to attend Grande Cache Provincial Court on Oct. 21, 2021.
WAD RCMP GIS have reason to believe Belval allegedly committed offences while working in the role of security personnel in the area of Grande Cache (MD of Greenview) and that there may be other victims.
