Driver of vehicle that passed other motorists through construction zone charged

Saskatchewan – At approximately 4:00 pm on Thursday, June 23, 2022 an officer of the Fort Qu’Appelle RCMP was stopped at a construction zone around 5-10 kilometers west of the Edgeley turnoff on Highway #10. A maroon truck pulled out and passed a line of other vehicles and the police vehicle, all whom were just starting to drive into the construction zone after being stopped. The police officer activated their lights and sirens on their police vehicle, but the truck sped away. Investigation determined one of the construction zone flag persons had to move for their safety.

Members of the White Butte RCMP located the vehicle and were able to pull it over on Highway #1 just west of the White City overpass. 54-year-old William Cappo of Fort Qu’Appelle District was arrested and subsequently charged with Dangerous Operation of a Conveyance Sec. 320.13(1) of the Criminal Code, Flight from a Peace Officer Sec. 320.17 of the Criminal Code, Obstructing a Peace Officer Sec. 129(a) of the Criminal Code, and Possessing a Weapon for Dangerous Purpose Sec. 88 of the Criminal Code. The accused was held in custody and appeared in Regina Provincial Court on Friday morning at 9:30 am.

“This incident occurred in a construction zone – placing the safety of both construction workers and all other motorists who were stopped at risk,” says S/Sgt. Jason Sauve, White Butte RCMP Detachment Commander. “We want the people who witnessed this incident to know the individual was located by police and charged. We all must work together to ensure the safety of those working in construction zones – please slow down.”
